Early Warning Coordinator

About the role

World Vision is hiring an Early Warning Capacity Building Coordinator in Addis Ababa on a local fixed-term basis. The post coordinates activities that build the capacity of the Ethiopian Disaster Risk Management Commission (EDRMC) in strengthening early warning systems, anticipatory action and related data and forecasting work. The role involves supporting EDRMC at federal, regional and local levels and travelling to field locations across Ethiopia.

Key responsibilities

• Support EDRMC in strengthening the Early Warning System through data modernization, institutional coordination, community-based planning and pre-arranged financing for early action.
• Help upgrade data collection and forecasting tools for multi-hazard monitoring (floods, droughts, locust outbreaks) with technical agencies such as the Ethiopian Meteorological Institute and the Ministry of Water and Energy.
• Contribute to a unified national disaster and early warning database to improve information sharing between federal, regional and local tiers.
• Lead training and workshops for government partners on risk data analysis, stakeholder networking and capacity building in early warning and anticipatory action.
• Support the collection and review of food security, climate and conflict early warning data, and help develop anticipatory action triggers, thresholds, standard operating procedures and guidance notes.
• Coordinate partnerships with EDRMC and other partners, and support the rollout of multi-hazard impact-based early warning and anticipatory action frameworks.
• Organize capacity-building sessions for federal, regional and local staff and community members, conduct rapid needs assessments, prepare annual activity plans with budgets and document lessons learned.
• Take part in multi-agency assessments and studies, coordinate quarterly, mid-term and final reviews, and provide technical backup to early warning officers at woreda, zone and regional levels.

Required profile

• Master's degree in Disaster Risk Management, Disaster Risk Reduction, Climate Science, Environmental Science, Geography, Development Studies, Food Security, Agricultural Economics, Natural Resource Management, Meteorology, Information Management or a closely related field; a bachelor's degree with substantial additional experience may also be considered.
• At least five years of relevant experience in disaster risk management, early warning systems, anticipatory action, climate-risk analysis, food-security monitoring or emergency preparedness.
• Demonstrated experience with government disaster-management institutions, preferably EDRMC, and with UN agencies, NGOs and technical working groups.
• Experience collecting, managing and analysing food security, climate, hazard, vulnerability or conflict-related early warning data, and developing triggers, thresholds, SOPs and multi-hazard impact-based systems.
• Fluency in written and spoken English is required; working knowledge of Amharic or other Ethiopian languages is an advantage.
• Based in Addis Ababa with travel to field locations across Ethiopia, subject to security clearance; extended hours may be needed during emergencies.
