Monitoring, Evaluation, Accountability and Learning Officer

About the role

The Monitoring, Evaluation, Accountability and Learning Officer will take full responsibility for planning, implementing, monitoring and evaluating the compliance management plan to ensure Rapid Interventions through Shared Engagement (RISE) and USG programming standards are upheld. The role also safeguards the quality of field stories, reports and documentation in line with World Vision International Ethiopian MEAL standards.

Key responsibilities

• Plan and implement compliance activities to guarantee program accountability, meet donor requirements and adhere to humanitarian principles.
• Improve monitoring systems, revise tools and establish quality commodity management for warehousing, documentation and food transfer.
• Conduct field visits to verify evidence, close open findings and perform post‑distribution monitoring.
• Lead compliance work in coordination with food resource management, monitoring teams and field offices.
• Review findings from food monitoring, prepare follow‑up matrices and ensure timely closure of issues.
• Represent the program in risk monitoring meetings, technical working groups and compliance sessions.

Required profile

• BA or BSc in Rural Development, Development Studies, Agricultural Economics, Economics, Accounting, Management or related fields.
• 3–5 years of experience in MEAL within emergency or development contexts.

Required skills

• Knowledge of LMMS, CCTS, JAM and CTP systems.
• Experience with environmental compliance and emergency safety & security protocols.
• Familiarity with USG‑funded food assistance standards, WFP and World Vision commodity management policies.
