Senior Investigation Audit Expert (Non-Key)

About the role

DAI is seeking a Senior Non-Key Expert to support Ethiopia's Office of the Federal Auditor General (OFAG) in developing an Investigation Audit Manual and related working papers. The consultant will also lead a dissemination workshop and classroom training to embed the new methodology within the audit directorates.

Key responsibilities

• Draft and finalize the Investigation Audit Manual and accompanying Working Papers tailored to OFAG’s needs.
• Design and deliver classroom trainings and a practical workshop based on an Investigation Audit case study.
• Assist senior OFAG management and audit directorates (SAD, FADs, AQAD, T&ED) in adopting the new audit practices.
• Provide knowledge transfer to build sustainable capacity for investigation audits across the institution.

Required profile

• Advanced academic degree in Accounting, Audit or Finance with a professional IFAC qualification.
• Minimum 15 years of professional audit experience, including at least 10 years in investigation or forensic audit within Supreme Audit Institutions.
• Proven experience developing audit manuals, guidelines, templates and delivering capacity‑building trainings.
• Demonstrated understanding of Ethiopian public financial management reforms is highly desirable.

Required skills

• Proficiency with Microsoft Excel, Word and PowerPoint.
• Strong quantitative and qualitative analysis, report writing and presentation skills in English.
• Ability to advise senior directors, train and mentor government staff.
