Senior Specialist – Regional MEARL

About the role

The Senior Specialist, Regional MEARL provides strategic and technical leadership to strengthen Monitoring, Evaluation, Accountability and Learning (MEARL) systems across national organizations. The role ensures high‑quality evidence informs regional strategy, program design and portfolio performance.

Key responsibilities

• Lead the design and strengthening of integrated MEARL frameworks aligned with global standards and regional priorities.
• Support program and proposal design, including theories of change, log‑frames, MEARL plans and budgeting.
• Ensure consistency of MEARL tools, indicators and methodologies across countries.
• Provide technical guidance on data collection, quality assurance and data integrity.
• Promote data‑driven adaptive management and strategic decision‑making.
• Design and manage evaluations, including TOR development and oversight of external evaluators.
• Strengthen beneficiary accountability mechanisms and feedback systems.
• Monitor regional portfolio performance, identify trends, risks and opportunities, and deliver strategic recommendations.
• Facilitate research, learning agendas and knowledge management to translate findings into actionable insights.

Required profile

• Extensive experience in MEARL or Monitoring & Evaluation within international development or humanitarian contexts.
• Proven ability to lead multi‑country initiatives and synthesize complex data into strategic advice.
• Strong analytical mindset with experience in evidence generation and reporting.
• Excellent communication skills for stakeholder engagement at regional and global levels.
