Deputy Chief of Party II – Program Quality (JEOP)

About the role

The Deputy Chief of Party II (Program Quality) provides senior strategic leadership for the Joint Emergency Operation (JEOP) consortium in Ethiopia. Reporting to the Chief of Party, the role oversees the design, implementation and continuous improvement of program quality across a multi‑partner emergency response delivering food, cash and nutrition assistance to millions of vulnerable households.

Key responsibilities

• Set strategic direction and make delegated decisions for JEOP’s program quality frameworks, plans and resource mobilization.
• Strengthen consortium‑wide program quality through technical guidance, harmonised approaches, shared learning and stewardship of resources.
• Lead donor engagement, strategic communications and business development to ensure compliance and visibility.
• Provide people leadership for program quality teams, including performance management, workforce planning and professional development.
• Guide high‑quality project design and integrated activity planning that align with donor, regional and agency priorities.
• Act on behalf of the Chief of Party when delegated, supporting overall project leadership and achievement of program objectives.

Required profile

• Extensive experience in senior humanitarian program management and quality assurance.
• Proven ability to lead multi‑partner consortia and coordinate with donors, agencies and local implementing partners.
• Strong strategic thinking, decision‑making and communication skills.
• Demonstrated experience in resource mobilization, donor compliance and business development.
• Ability to mentor and develop staff, fostering collaboration and high performance.
