Finance, Administration, and Operations Manager

About the role

The Finance, Administration, and Operations Manager will oversee all financial, administrative, and operational functions for the Clean Energy and Circular Economy (CE2) unit in Addis Ababa. Reporting to the U.S.-based Associate Director General, the role ensures compliance with donor requirements, Winrock policies, and Ethiopian regulations while supporting the Solarizing Community Water Supply project.

Key responsibilities

• Manage the project budget, track expenditures, and prepare monthly financial and wire transfer requests.
• Oversee payroll, tax compliance, sub‑grant administration, staff travel, and procurement processes.
• Maintain audit‑ready financial, procurement, administrative, and contractual records.
• Coordinate weekly and monthly financial submissions to Winrock’s regional office in Nairobi.
• Anticipate deadlines, resolve financial and administrative issues, and ensure accurate documentation.

Required profile

• Demonstrated ability to work independently with high attention to detail.
• Strong understanding of financial systems, donor compliance, and local regulations.
• Experience in managing budgets, payroll, taxes, and procurement in an international development context.
