Health Insurance and Health Financing Specialist

About the role

The Health Insurance and Health Financing Specialist will provide technical leadership to strengthen Ethiopia’s health insurance system and advance financing reforms. Reporting to the Health Care Financing Technical Lead, the role works closely with the Ethiopian Health Insurance Service, Ministry of Health and regional bureaus to develop a national pooling roadmap, revise contribution schedules and improve indigent targeting.

Key responsibilities

• Design, implement and strengthen Community‑Based Health Insurance (CBHI) and Social Health Insurance (SHI) schemes, including revision of contribution schedules and indigent‑targeting criteria.
• Lead stakeholder consultations with EHIS, Ministry of Health and regional bureaus to secure endorsement of the national health insurance pooling roadmap.
• Define indicators, business rules and content for the health insurance decision‑support dashboard and support its adoption by government leadership.
• Provide technical assistance, capacity building and policy dialogue to government institutions and development partners.

Required profile

• Minimum 7 years of experience in health financing, health insurance or health systems strengthening, with proven work in Ethiopia’s Ministry of Health or EHIS.
• Experience supporting CBHI, SHI, strategic purchasing, provider payment reforms and Universal Health Coverage initiatives.
• Background in working with donor‑funded programs, multilateral organizations or U.S. Government‑funded projects is highly desirable.

Required skills

• Strong knowledge of health financing analysis, costing studies and financial sustainability assessments.
• Familiarity with public financial management systems, National Health Accounts and health sector financing frameworks.
• Experience with health insurance management information systems, especially EHIS platforms and related digital health tools.
