ICLA Officer – Legal Assistance in Ethiopia

About the role

The ICLA Officer is responsible for the day‑to‑day implementation of legal information, counselling and assistance (ICLA) activities for displaced populations in North Afar, Ethiopia. The role ensures that beneficiaries receive mobile legal support and that all activities comply with NRC policies, national law and donor requirements.

Key responsibilities

• Supervise ICLA Technical Assistants, oversee daily legal information and counselling services, and ensure quality in line with ICLA strategy and legal frameworks.
• Identify beneficiaries, collect documentation, and provide individual counselling on complex housing, land and property cases.
• Conduct legal research, needs assessments and organise capacity‑building trainings for external stakeholders.
• Monitor data entry, maintain the electronic database, prepare weekly/monthly reports and liaise with government, NGOs and UN agencies for referrals.

Required profile

• University degree in law or a related field with solid knowledge of Ethiopian law.
• 1–2 years of experience in legal project management or protection assistance in humanitarian contexts.
• Experience supervising staff, monitoring and reporting on project activities.
• Willingness to travel to hard‑to‑reach areas and work in insecure environments.

• Advanced computer skills: Microsoft Word, Excel, PowerPoint and Outlook.
