International Consultant - Economic Modeling - MFGPD

About the role

The United Nations Economic Commission for Africa is seeking an International Consultant to lead the development of integrated macro‑economic modelling frameworks that support evidence‑based health financing policies across selected African member states. The consultant will work onsite in Addis Ababa for a period of seven months, providing technical expertise to strengthen analytical capacity and inform sustainable development outcomes.

Key responsibilities

• Design and implement macro‑economic modelling tools, including Social Accounting Matrices (SAMs) with dedicated health sector modules.
• Develop socio‑economic databases and policy simulation tools to assess fiscal space for health financing.
• Integrate health financing dimensions into economy‑wide analytical frameworks such as CGE models and macro‑fiscal systems.
• Support country teams in translating model outputs into actionable health financing strategies.
• Produce technical documentation and training materials for local stakeholders.

Required profile

• Advanced degree (Master’s or PhD) in Economics, Public Health, Development Studies or a related field.
• Proven experience in macro‑economic modelling, health financing analysis, and development economics.
• Familiarity with African economic contexts and the ability to work collaboratively with multi‑country teams.
• Strong analytical, writing, and presentation skills.
