Chief of Section, Finance and Budget (Temporary)

About the role

The Economic Commission for Africa (ECA) is seeking a senior professional to lead its Finance and Budget Section on a temporary basis. Based in Addis Ababa, the Chief will report to the Director of the Administration and Conference Management Division and will play a key role in shaping ECA’s medium‑term financial planning and budget execution.

Key responsibilities

• Plan, organize and manage the preparation and revision of the medium‑term plan, incorporating departmental inputs and intergovernmental recommendations, and secure General Assembly approval.
• Translate legislative mandates into programme budgets and ensure alignment with the medium‑term plan.
• Coordinate the review of budget submissions from headquarters, field offices, and peacekeeping operations, analysing cost estimates and finalising budget proposals.
• Provide substantive support to intergovernmental and expert bodies during budget review processes and obtain necessary approvals.
• Manage budget allocations, authorise sub‑allocations, redeploy funds when required, and monitor expenditures to stay within authorized limits.
• Administer and monitor extra‑budgetary resources, ensuring compliance with ECA financial regulations.
