International Consultant – Planning & Budgeting Guidelines for Africa

About the role
The United Nations Economic Commission for Africa is seeking an international consultant to support the analysis and development of continental guidelines that strengthen the linkages between national planning, budgeting, and financing systems across African countries.
Key responsibilities
- Develop a comprehensive analytical framework that connects planning, budgeting, and financing.
- Conduct comparative analysis of planning and budgeting systems in selected African states.
- Design a diagnostic methodology and typology framework for country assessments.
- Produce operational guidance on planning‑budget integration, expenditure traceability, and financing strategies.
- Facilitate validation of the guidelines through consultations with Member States and regional stakeholders.
- Provide technical guidance to national consultants working on country‑level case studies.
Required profile
- Advanced degree in economics, public finance, development studies or a related field.
- Proven experience in public financial management reforms and planning‑budget integration.
- Familiarity with Medium‑Term Expenditure Frameworks (MTEFs), Programme‑Based Budgeting (PBB) and Integrated Financial Management Information Systems (IFMIS).
- Ability to work independently, coordinate with multiple stakeholders and produce high‑quality analytical reports.
- Excellent written and verbal communication skills in English.
Required skills
- Knowledge of Integrated Financial Management Information Systems (IFMIS).
- Experience with comparative policy analysis and guideline development.
- Stakeholder consultation and facilitation.
