National Consultant – Gender Mainstreaming Assessment

About the role

UN Women is seeking a National Consultant to lead a comprehensive assessment of gender mainstreaming across Ethiopia’s major national development programmes and mega‑projects. The consultant will analyse how gender considerations are integrated from design through evaluation and provide actionable recommendations.

Key responsibilities

• Review and assess gender analysis, sex‑disaggregated data, and gender‑responsive budgeting in large‑scale infrastructure, agriculture, energy, and social protection projects.
• Identify gaps in consultation with women’s organisations and stakeholders during planning and implementation phases.
• Develop a detailed report outlining strengths, weaknesses, and strategic recommendations to enhance gender equality outcomes.
• Facilitate workshops with government ministries, regional administrations, and project managers to disseminate findings.
• Ensure alignment of the assessment with Ethiopia’s national policy frameworks, international conventions, and the Sustainable Development Goals.

Required profile

• Advanced degree in gender studies, development economics, public policy, or a related field.
• Extensive experience conducting gender assessments in large‑scale development programmes.
• Strong knowledge of Ethiopia’s gender policy environment and international gender equality instruments.
• Proven ability to work with government agencies, NGOs, and multi‑sectoral teams.
