National Consultant – Livelihood & Reintegration Assessment (Ethiopia)

About the role

The International Organization for Migration (IOM) seeks a National Consultant to assess the socio‑economic and livelihood context of East Hararghe and evaluate the performance, viability and sustainability of community‑based and individual reintegration interventions. The consultant will generate evidence, identify challenges and provide practical recommendations to strengthen future programming.

Key responsibilities

• Conduct a comprehensive assessment of livelihood zones, business opportunities, migration dynamics and community attitudes in East Hararghe.
• Evaluate the performance, profitability and governance of existing cooperatives and livelihood initiatives.
• Identify root causes of under‑performance and propose scalable, sustainable CBR business approaches.
• Document lessons learned, good practices and produce actionable recommendations for IOM’s future reintegration programmes.
• Coordinate closely with the Senior Programme Coordinator (Protection), MEAL team and other technical focal points, providing regular progress updates.

Required profile

• Advanced university degree (master’s preferred) in Social Sciences, Development Studies, Economics, Migration Studies or related fields.
• Minimum 7 years of relevant professional experience (or 10 years with a bachelor’s degree), including protection assessments, livelihood and reintegration programming.
• Demonstrated experience conducting quantitative and qualitative research, data analysis and reporting.
• Previous work in East Hararghe or similar Ethiopian contexts is highly desirable.
• Fluency in English, Afaan Oromoo and Amharic.
