Operations Officer – Fixed Term (Semera, Ethiopia)

About the role

UNICEF is seeking an Operations Officer to lead and be accountable for operations functions in Ethiopia. The role focuses on facilitating change, providing risk‑informed analysis and advice, and supporting programme and management decision‑making in a complex humanitarian environment.

Key responsibilities

• Implement people‑resources strategies to promote technical competence, career progression and retention of an agile workforce.
• Facilitate an environment of management excellence, staff well‑being, accessibility and inclusion through policies and procedures.
• Develop and implement solutions related to people management and office culture.
• Support the training strategy and keep abreast of industry standards in management and finance.
• Champion strategic resource use to achieve organisational goals and ensure value for money, including eco‑efficiency.
• Identify and optimise resources across concrete value‑for‑money areas.

Required profile

• Proven experience leading operations functions in complex or humanitarian contexts.
• Ability to facilitate organisational change and promote staff well‑being.
• Strong analytical skills to provide risk‑informed, solution‑focused advice.
• Knowledge of UNICEF policies and strategic pillars is advantageous.
