Planning, Monitoring & Evaluation Specialist – STEP Programme

About the role

UNICEF Ethiopia is seeking a Planning, Monitoring & Evaluation Specialist to support the System Transformation of Education Programme (STEP). The role will focus on the Global Partnership for Education‑funded STEP for Girls and Learning, working closely with the Ministry of Education, regional bureaus and target woredas.

Key responsibilities

• Provide technical expertise in education programme planning, monitoring and evaluation.
• Support the design and implementation of results‑based and equity‑focused monitoring frameworks.
• Conduct education sector analysis and produce results‑focused reports for the GPE‑funded STEP.
• Facilitate capacity building for UNICEF education teams, Ministry of Education staff and regional partners.
• Coordinate with the GPE Programme Management Office and STEP Target Woredas to ensure data quality and learning.

Required profile

• Relevant university degree in education, social sciences, development studies or related field.
• Experience in planning, monitoring and evaluation of education programmes, preferably in humanitarian or development contexts.
• Familiarity with results‑based management, equity‑focused programming and education sector analysis.
• Ability to work collaboratively with government ministries, UN partners and local stakeholders.
• Fluency in English; knowledge of local languages is an advantage.
