Project Officer – East Africa Land Border Security Program

About the role

Mercy Corps is seeking a Project Officer to support the East Africa Land Border Security Programme (EALBSP) in Ethiopia. Based in Bahir Dar, the officer will translate approved activity plans into well‑organised field delivery, working closely with government partners, consortium members, and local communities to strengthen border security and promote safer communities.

Key responsibilities

• Implement day‑to‑day activities of the EALBSP Ethiopia component, ensuring alignment with programme objectives and timelines.
• Coordinate with federal, regional and local government institutions, civil‑society partners and consortium members to facilitate evidence‑led, rights‑respecting interventions.
• Monitor and report on project progress, challenges and results, providing timely updates to the Field Program Coordinator.
• Support community engagement, early‑warning mechanisms and witness protection activities across assigned border corridors.
• Assist in data collection, analysis and documentation to inform evidence‑based decision‑making.

Required profile

• Bachelor’s degree in international development, security studies, public administration or a related field.
• Relevant experience in project implementation, preferably in conflict‑affected or border‑security contexts.
• Strong understanding of Ethiopian government structures and the regional migration landscape.
• Ability to travel frequently within the programme’s field area and work in challenging environments.
• Excellent communication and coordination skills, with fluency in English; knowledge of Amharic is an advantage.
