About the role

The Senior Director of Monitoring, Evaluation, Learning and Innovation leads the integrated MEL, digital systems, analytics, knowledge management and innovation functions for the America First Global Health Strategy and Supply Chain Strengthening projects in Ethiopia. Reporting to the Chief of Party/Country Lead, the role shapes evidence‑based strategies across supply‑chain and tuberculosis work streams and ensures data are accurate, timely and decision‑oriented.

Key responsibilities

  • Define and steward the project‑wide MEL and Innovation strategy, results framework, learning agenda and data strategy.
  • Establish governance, decision‑rights and coordination mechanisms for multidisciplinary teams and technical work streams.
  • Design and oversee an integrated performance management system linking objectives, activities, indicators and milestones.
  • Direct interoperable data architecture and manage systems such as DHIS2, e‑LMIS/DAGU, e‑RIS and laboratory connectivity platforms.
  • Sponsor testing and scale‑up of practical innovations, including AI‑assisted tools, while ensuring privacy, security and ethics.
  • Lead a multidisciplinary team of MEL, communications, knowledge‑management and innovation experts, fostering high‑performance culture.

Required profile

  • Master’s degree in MEL, public health, epidemiology, data science, health informatics or related field; doctoral degree preferred.
  • Minimum 15 years of progressively responsible experience in MEL, research, analytics, digital health or health‑systems work, including senior leadership of large donor‑funded programs.
  • Extensive experience in public‑health supply chains, pharmaceutical systems and/or tuberculosis programs.
  • Demonstrated US Government experience, preferably with the Department of State and performance‑based financing.
  • Deep knowledge of the Ethiopian health system and collaboration with the Ministry of Health.
  • Fluency in English and Amharic; additional Ethiopian language a plus.
