Senior Technical Consultant – Climate Finance for Human Mobility

About the role

The International Organization for Migration (IOM) seeks a senior technical consultant to provide high‑level support to Ethiopia’s Ministry of Finance. The consultant will lead the design of climate‑finance concept notes that link climate change impacts with human mobility, targeting funding from the Green Climate Fund and the Adaptation Fund.

Key responsibilities

• Lead the preparation of a comprehensive concept note on the climate‑change–human‑mobility nexus for submission to the GCF and Adaptation Fund.
• Coordinate and facilitate stakeholder consultations to validate priorities, interventions, and ensure strategic coherence.
• Prepare all required analyses, mandatory annexes, and supporting documentation to produce a technically sound submission package.
• Support the review, appraisal, and progression of the concept note toward a full funding proposal.
• Provide capacity‑building guidance to the Ministry of Finance on climate‑finance mechanisms and bankable project development.

Required profile

• Extensive experience in climate finance, especially with the Green Climate Fund, Loss and Damage, and Adaptation Fund processes.
• Proven ability to work with government ministries and multilateral partners.
• Strong analytical background and familiarity with Ethiopia’s climate and development priorities.
• Excellent stakeholder‑engagement and coordination skills.
