Technical Advisor II, Program Quality – Ethiopia & Uganda

About the role

The Technical Advisor II, Program Quality supports Catholic Relief Services in delivering high‑quality humanitarian programming across Ethiopia and Uganda. The role provides expert guidance on program quality, grants management and resource mobilisation, ensuring alignment with CRS standards, donor requirements and best practices.

Key responsibilities

• Coordinate with country leadership and project managers to implement country strategies and resource mobilisation plans.
• Monitor contextual changes, multi‑sectoral needs assessments and coordination mechanisms, feeding timely information back to program teams.
• Identify communication and engagement opportunities to position CRS as a thought leader and pursue strategic donor relationships.
• Lead early positioning, capture work and proposal development for large or complex grants.
• Provide technical support for strategic planning, programme design, gender, protection and disaster risk reduction integration.
• Bridge resource mobilisation, MEAL and communications functions to capture and disseminate CRS impact.
• Translate evaluation findings and learning into external‑facing products and strengthen feedback loops.
• Develop and deliver capacity‑building activities, trainings and mentorship for country‑program staff.

Required profile

• Demonstrated technical knowledge of programme quality principles, grants management and resource mobilisation.
• Experience in strategic planning, donor engagement and proposal development within humanitarian or development contexts.
• Strong understanding of gender, protection mainstreaming and disaster risk reduction.
• Ability to work collaboratively with multi‑disciplinary teams and external partners.
