Technical Director – HRH Systems Strengthening

About the role

The Technical Director (Deputy Chief of Party) leads Jhpiego’s Human Resources for Health (HRH) Systems Strengthening Portfolio in Ethiopia. Reporting to the Project Director, this senior position provides strategic technical oversight for two integrated HRH initiatives, ensuring alignment with the Ministry of Health’s strategic plan and donor commitments.

Key responsibilities

• Provide overall strategic technical leadership for the HRH portfolio, guiding design, integration, quality assurance and adaptive implementation.
• Oversee multidisciplinary technical teams, mentor senior advisors, and ensure consistent technical quality across all implementation levels.
• Coordinate technical planning and harmonized implementation across the two HRH initiatives, including ASCEND and the former RISE MNCHN platform.
• Ensure interventions in health professions education, accreditation, CPD, competency assessment, regulation, workforce management, digital transformation and research are integrated and evidence‑based.
• Represent Jhpiego in the absence of the Project Director with the U.S. Department of State, Ethiopian government and other strategic partners.

Required profile

• Extensive experience leading large‑scale health systems strengthening projects in low‑resource settings.
• Proven ability to work with ministries of health, donors and international partners.
• Strong leadership and mentorship skills for senior technical staff.
• Demonstrated expertise in strategic planning, adaptive management and results‑oriented implementation.
