The study supports the Africa High-level Working Group on the Global Financial Architecture (HLWG-GFA), coordinated by ECA, and is home-based, with an expected duration of five months.

Key responsibilities

  • Analyse how carbon pricing revenues can fund a green transition, including case studies of successful use of such revenues

  • Identify mechanisms accepting international Article 6 credits and those using domestic credits, and map Article 6 activity in Africa
  • Assess border carbon adjustment measures, such as the EU CBAM, and quantify revenue that could be retained domestically
  • Set out political economy and sequencing considerations and propose an implementation pathway by country type
  • Map regional initiatives to harmonize environmental quality requirements and carbon credits
  • Develop a technical study and policy brief for African finance ministries and policymakers, and support the HLWG-GFA secretariat with briefing materials and presentations
  • Submit monthly progress updates

Required profile

  • Advanced university degree (Master's) in Economics, Finance, Environmental Economics or a related field, or a first-level degree plus two years of relevant experience
  • PhD desirable
  • At least 15 years of progressively responsible experience in macroeconomic policy, economic research, forecasting and development programmes
  • Experience in developing countries and in policy advisory roles for inter-governmental, government or regional institutions
  • Fluency in English; working knowledge of French desirable

Required skills

  • Demonstrated experience building, calibrating and running dynamic CGE models, with at least two completed applications, in GAMS, GEMPACK or an equivalent, and familiarity with GTAP or comparable social accounting matrices
  • Substantial experience in carbon markets and carbon pricing mechanisms
  • Ability to produce high-quality, policy-relevant reports on economic and climate issues
