Consultant for PSNP ECD Pilot Assessment (30 days)

About the role

UNICEF is seeking a consultant to lead a 30‑day assessment of the Early Childhood Development (ECD) pilot implemented under Ethiopia’s Productive Safety Net Programme (PSNP). The assignment will be based in Addis Ababa and will generate evidence to inform future PSNP‑ECD integration.

Key responsibilities

• Map the design and implementation arrangements of the ECD pilot, including governance, financing, staffing, infrastructure, service package and coordination with PSNP and related sectors.
• Assess the relevance, effectiveness and inclusiveness of the pilot for vulnerable households and children, with special attention to girls, children with disabilities and hard‑to‑reach communities.
• Document best practices, enabling factors and lessons learned across the four regions where the pilot operates.
• Produce a concise report and recommendations to update the PSNP6 Program Implementation Manual, ECD operational guidance and future resource planning.

Required profile

• Proven experience conducting field assessments or evaluations in early childhood development, social protection or related sectors.
• Familiarity with Ethiopia’s PSNP framework and multi‑sectoral coordination mechanisms.
• Strong analytical and report‑writing skills, with ability to work independently under tight timelines.
• Fluency in English; knowledge of local languages is an advantage.
