Consultant for the Medium-Term Programme and Resource Mobilization Framework (2027-2030)

About the role

The Economic Commission for Africa (ECA) is seeking a consultant to develop its Medium-Term Programme and Resource Mobilization Framework (2027-2030). The assignment aims to define ECA's strategic priorities, outcomes, programme portfolio and implementation architecture, and strengthen alignment between planning, budgeting, programme delivery and institutional accountability. It is based in Addis Ababa and has an expected duration of four months.

Key responsibilities

• Develop a results-based strategic framework for ECA (2027-2030) covering strategic priorities, theory of change, outcomes, outputs, performance indicators and alignment with Agenda 2063, the 2030 Agenda, UN mandates and member States' priorities.
• Design an integrated, prioritized programme portfolio and implementation architecture that ensures coherence across programmes, divisions, subregional offices, IDEP and initiatives, and aligns strategic planning, budgeting, resource allocation and delivery.
• Develop a sustainable resource mobilization, financing and partnership model linking resources to strategic priorities and results, and identify innovative financing and partnership opportunities.
• Establish coordination, monitoring, evaluation, learning and accountability mechanisms supporting performance management, results reporting and institutional accountability.
• Carry out any other tasks needed to deliver an effective, results-oriented framework.

Required profile

• Advanced university degree in development studies, public policy, programme management, public finance, business administration, international development or a related field.
• At least fifteen years of progressively responsible experience developing multi-year strategic plans, medium-term programme frameworks, results frameworks and resource mobilization strategies.
• Demonstrated familiarity with Agenda 2063 and the 2030 Agenda for Sustainable Development.
• Fluency in written and spoken English; working knowledge of French is desirable.
