International Consultant - Trade in Services Specialist

About the role

The United Nations Economic Commission for Africa (ECA) is seeking an International Consultant, Trade in Services Specialist, to act as the lead consultant for a technical assistance project on services trade in Africa. The project supports the implementation of the AfCFTA by strengthening national capacities to understand services trade, measure value added and integrate financial services into regional and global value chains. The work is remote and lasts about three months.

Key responsibilities

• Serve as the Lead International Consultant and Trade in Services Specialist, guiding conceptual, empirical, methodological and policy issues on trade in services and service value chains in Africa.
• Lead collaboration with the International Quantitative Consultant and ECA to design and run a 5-day training-of-trainers (ToT) workshop on trade in services and TiVA, and prepare the training materials.
• Organize and design a 5-day training-on-trainers seminar on the TiVA analytical framework.
• Act as lead onsite instructor and facilitator for the ToT workshop.
• Support national consultants carrying out empirical work and policy development, and review their technical reports.
• Take part in a multistakeholder workshop for experience sharing and peer learning.

Required profile

• Advanced university degree (Master or PhD) in economics, finance, statistics or a related field.
• At least ten years of professional experience in trade policy (goods and services), regional integration and trade in value added, or a related area.
• Experience in policy formulation and capacity building in Africa is highly desirable.
• Fluency in English or French; working knowledge of the other is an asset.
