About the role

The Disaster Risk Management (DRM) Advisor will provide senior strategic leadership for People in Need’s DRM, Early Warning System (EWS) and Anticipatory Action (AA) portfolio in Ethiopia. Reporting to the Country Director, the advisor will shape the organisation’s positioning within the national DRM ecosystem, ensure programme quality and drive high‑level engagement with donors, government and partners.

Key responsibilities

  • Lead the development and implementation of PIN’s DRM, EWS and AA strategy, aligning it with national policies and donor priorities.
  • Monitor and analyse policy, institutional and financing trends in DRM and climate risk management at national and regional levels.
  • Translate sector developments into strategic recommendations for senior management and the Relief and Development Department.
  • Represent PIN in the Ethiopian Disaster Risk Management Commission (EDRMC) technical working groups and other relevant forums.
  • Support the Country Director in strategic planning, partnership building and donor engagement related to DRM.
  • Lead the preparation of project proposals and oversee the implementation of DRM‑related activities.
  • Provide technical oversight and quality assurance across DRM programmes to ensure compliance with PIN values and policies.

Required profile

  • Extensive experience in disaster risk management, early warning systems or anticipatory action within humanitarian or development contexts.
  • Strong knowledge of Ethiopia’s DRM architecture, national policies and climate risk governance.
  • Proven ability to engage senior government officials, donors and multi‑sectoral partners.
  • Demonstrated strategic thinking and experience in leading sector‑wide initiatives.
  • Excellent written and verbal communication skills in English.
