Head of Program Operations

About the role

The Head of Program Operations is a senior leader within the East Area Office, reporting to the Area Manager. Based in Jigjiga, the role oversees program implementation, awards, partnerships, MEAL and supply‑chain functions across multiple project offices and ensures coordinated humanitarian response.

Key responsibilities

• Lead program operations, awards and partnerships, MEAL and supply‑chain activities for the Area Office.
• Oversee implementation, staff performance, resources and partner relationships in Moyale and Dollo project offices.
• Support the Area Manager in developing and executing strategic and operational plans.
• Act as the primary liaison between the Area Office, Field Offices and Country Office, collaborating with PDQ, HR, Finance and Safety & Security units.
• Supervise Officers in Charge of Moyale and Dollo project offices, ensuring compliance with SCI policies.
• Follow up on PRIME tasks, represent the office in cluster meetings and lead humanitarian planning and response at the area level.

Required profile

• Extensive experience in program operations or senior management within humanitarian or development contexts.
• Demonstrated ability to manage multi‑disciplinary teams and complex partnerships.
• Willingness to travel regularly to field offices and project sites.
• Understanding of child safeguarding (Level 3) and risk/compliance requirements.
