Hub HRH Development and Regulation Advisor

About the role

The Hub HRH Development & Regulation Advisor provides technical leadership, coordination and implementation support to strengthen Ethiopia's health workforce development and professional regulatory systems across multiple regional hubs.

Key responsibilities

• Lead implementation of HRH development and regulation interventions, translating national policies into high‑quality regional actions.
• Provide technical leadership for competency‑based pre‑service education, faculty development, and continuing professional development (CPD) initiatives.
• Support professional licensing, competency assessment, accreditation and regulatory reforms.
• Strengthen institutional capacity of regional health bureaus, health offices, HEIs, professional associations and regulatory bodies through coaching, mentoring and peer learning.
• Promote digital innovation by implementing learning management systems, digital competency assessment tools and data analytics for workforce planning.

Required profile

• Extensive experience in health workforce development, competency‑based education and professional regulation.
• Proven ability to work with government ministries, health bureaus and academic institutions in low‑resource settings.
• Strong analytical and technical supervision skills, with experience in digital health solutions.

Required skills

• Competency‑based curriculum design and assessment (OSCE/OSPE, workplace‑based assessment).
• Faculty development and mentorship.
• Implementation of Continuing Professional Development (CPD) programs.
• Digital learning platforms, Learning Management Systems, AI‑supported educational technologies.
• Data analytics for workforce planning and monitoring.
