Hub Leadership and Workforce Systems Advisor

About the role

The Hub Leadership & Workforce Systems Advisor provides technical leadership and coordination to strengthen leadership, governance, workforce management and digital HR systems across multiple regional health hubs in Ethiopia. The role translates national HRH strategies into high‑quality implementation at regional and local health institutions.

Key responsibilities

• Lead implementation of leadership, workforce and organizational strengthening interventions across assigned hubs.
• Provide technical assistance to strengthen leadership, governance, workforce planning, recruitment, retention, and performance management systems.
• Support digital HRH systems implementation, including iHRIS, National Health Workforce Accounts, dashboards and workforce analytics.
• Facilitate evidence generation, learning, and adaptive management through research, knowledge translation and communities of practice.
• Ensure technical quality through field visits, supportive supervision, monitoring and corrective actions.

Required profile

• Extensive experience in HR for Health systems strengthening and digital HR solutions.
• Proven ability to work with government institutions, professional associations and development partners.
• Strong analytical and evidence‑informed decision‑making skills.
