International Consultant – Climate Mobility Support

About the role

The International Organization for Migration (IOM) seeks a consultant to support the African Group of Negotiators (AGN) in integrating human mobility language into UNFCCC negotiations and to develop an AI‑enabled capacity‑building application on climate mobility for Africa.

Key responsibilities

• Prepare an inception report outlining methodology, workplan, stakeholders and engagement approach.
• Conduct a gender‑sensitive needs assessment of AGN climate negotiators to identify AI, data and climate‑mobility capacity gaps.
• Collaborate with IOM and the vendor to embed the assessment findings into the AI‑enabled app and develop AI guidelines as a learning module.
• Facilitate the creation of an Inter‑REC Technical Working Group on climate mobility and support a three‑day continental training workshop to pilot the app.
• Support pilot testing, gather feedback, and produce reports on improved capacities of AGN, AUC, RECs, governments, youth and CSOs.

Required profile

• Master’s degree in Climate Change, Disaster Risk Reduction, Migration Policy, Development Studies or related field.
• Proven experience in climate change, migration policy, environmental policy and capacity‑building initiatives.

Required skills

• AI and data analysis for capacity‑building applications.
• Gender‑sensitive assessment methodology.
