International Consultant - Health Financing

About the role

The Economic Commission for Africa (ECA) is looking for an International Consultant in Health Financing based in Addis Ababa for a 12-month assignment. The consultant supports ECA's work on health financing, innovative finance, capital market development and domestic resource mobilization for health through policy analysis, technical advice, knowledge generation and stakeholder engagement, helping African member states mobilize sustainable financing for health.

Key responsibilities

• Economic and sector analysis: build databases, policy research and knowledge products on health financing gaps and investment opportunities; assess instruments such as debt-for-health conversions, blended finance, guarantees, social bonds and diaspora finance; analyze African capital markets and the policy, regulatory and fiscal frameworks needed to mobilize domestic, institutional and private capital.
• Support health investment readiness and transaction preparation, including screening and developing priority health investments and assessing financing and investment risks and de-risking approaches.
• Prepare analytical inputs and policy briefs for ECA's health financing work programme, and draft inputs to statements, speeches and presentations for senior leadership.
• Support intergovernmental events, meetings and consultations with member states, development finance institutions, investors and private-sector actors, and help organize panels, round tables and expert group meetings.
• Participate in missions and support the design and implementation of technical cooperation projects on sustainable health financing.
• Collect and analyze data, producing databases, dashboards, graphs and charts to support evidence-based policymaking.

Required profile

• Advanced university degree (master's or equivalent) in economics, finance, health economics, public policy or a related field; a first-level degree plus two years of qualifying experience may be accepted instead.
• At least five years of progressively responsible experience in economic research and analysis, policy formulation, development finance, health financing, public finance or related areas.
