Livelihoods and Food Security Officer, Afar

About the role

The NRC Livelihoods and Food Security Officer works in the Berahile, Yalo and Megale woredas of the Afar region, Ethiopia, reporting to the Livelihoods and Food Security Project Coordinator. The post covers the period from 28 October 2026 to 31 December 2026 and supervises daily workers. It combines programme management, beneficiary targeting and livelihood support with financial accountability.

Key responsibilities

• Support the preparation of VBT implementation plans, activity schedules and operational budgets, and coordinate VBT activities with WFP, government offices, local authorities, community representatives and humanitarian partners.
• Organize community consultations on targeting objectives, eligibility, selection procedures and complaint mechanisms.
• Provide technical advice and training on income-generating activities to refugees, IDPs, returnees and hosting communities.
• Conduct or support household vulnerability assessments, registration and verification, ensuring gender, age, disability and protection risks are considered.
• Ensure beneficiary selection is based on criteria, not political, social, ethnic, religious or personal affiliations, and that records are complete and accurate.
• Establish complaint and feedback mechanisms and monitor the quality, transparency and effectiveness of VBT implementation.
• Prepare and submit monthly, quarterly and annual reports, and collate reports from daily workers.
• Take part in beneficiary selection, validation, registration and distribution (in-kind and cash).
• Manage financial accountability: PR raising via AGRESSO, payments to labour, goods and services, and accurate financial reporting to the field office finance team.
• Represent NRC at kebele, IDP and woreda meetings and liaise with woreda offices and other partners.

Required profile

• Experience as a project officer in a humanitarian or recovery context, including vulnerable-based targeting, data collection and registration.
• Previous experience in complex and volatile contexts.
• Knowledge of English, Amharic and Afar.
• Documented results related to the position's responsibilities.
