Livelihoods and Food Security Officer, North Amhara

About the role

The NRC is recruiting a Livelihoods and Food Security Officer for its project in the North Amhara region of Ethiopia, based in Waghimra (Zequala, Gaz Gibla and Abergele woredas). The officer works directly under the Livelihoods and Food Security Project Coordinator and supervises daily workers, covering the period from 28 October 2026 to 31 December 2026.

Key responsibilities

• Support the preparation of VBT implementation plans, activity schedules and operational budgets, and coordinate VBT activities with WFP, government offices, local authorities, community representatives and humanitarian partners.
• Organize community consultations and sensitization on targeting objectives, eligibility, selection procedures and complaint mechanisms.
• Provide technical advice and training on income-generating activities and livelihoods to refugees, IDPs, returnees and hosting communities.
• Conduct or support household vulnerability assessments, registration and verification, ensuring gender, age, disability and protection risks are considered.
• Ensure beneficiary selection is based on established criteria, not political, social, ethnic, religious or personal affiliations, and that records are complete and accurate.
• Establish or support confidential complaint and feedback mechanisms and regularly monitor the quality, transparency and effectiveness of VBT implementation.
• Prepare and submit monthly, quarterly and annual reports, collate reports from daily workers and document lessons learned and good practices.
• Manage financial accountability at the duty station, including payments to labour, goods and services in line with NRC financial rules, and represent NRC at kebele, IDP and woreda level meetings.

Required profile

• Experience as a project officer in a humanitarian or recovery context, including vulnerable-based targeting, data collection and registration.
• Previous experience in complex and volatile contexts.
• Knowledge of English, Amharic and Afar.
• Documented results related to the position's responsibilities.
