Partnership and Advocacy Officer – Oxfam (Gambella)

About the role

The Partnership and Advocacy Officer will be based in Gambella and will support Oxfam’s partnership, grant‑management and advocacy work, focusing on refugee‑led and women‑lead organisations. The role contributes to Oxfam’s localisation agenda and works under the overall guidance of the Refugee Response Program Manager.

Key responsibilities

• Manage sub‑grants, ensuring compliance with donor and organisational requirements.
• Support partner selection, contract administration, monitoring, reporting and close‑out.
• Build capacity of local and refugee‑led partners through training and technical assistance.
• Lead advocacy initiatives that promote participation, leadership and funding access for local actors.
• Collaborate with the Partnership Coordinator, Influencing, Policy and Communication Manager and other internal teams.
• Ensure adherence to local finance, tax and procurement laws.

Required profile

• Degree in journalism, political science, international relations, governance, sociology, development studies, law, international development or business administration.
• Minimum 5 years (Bachelor) or 3 years (Master) of relevant experience.
• Experience working with local, community‑based and refugee‑led organisations.
• Demonstrated expertise in partnership management across the project lifecycle.
• Knowledge of humanitarian principles, localisation frameworks and refugee protection systems.
• Strong interpersonal skills and ability to work independently in a fast‑changing environment.
