Program Engagement Consultant - MNO 11

About the role

Mercy Corps is seeking a Program Engagement Consultant to support a gender‑led Innovation Facility in Ethiopia. The consultant will work closely with the country’s two mobile network operators (MNOs) to co‑design and implement inclusive digital products and services that empower low‑income women.

Key responsibilities

• Provide technical assistance to MNOs for the development of gender‑focused digital solutions.
• Facilitate co‑design workshops with MNOs, partners and beneficiary groups.
• Support the planning, financing and implementation of innovation projects targeting low‑income women.
• Contribute to mapping the hydromet value chain and identifying private‑sector opportunities for weather and climate services.
• Coordinate with the Women’s Economic Empowerment (WEE) team, AgriFin and other stakeholders to ensure alignment with grant objectives.
• Monitor project progress, document lessons learned and prepare reports for donors.

Required profile

• Proven experience in gender‑focused livelihood development or digital inclusion initiatives.
• Strong understanding of the telecom sector and mobile network operator ecosystems.
• Experience delivering consultancy services in low‑income contexts, preferably in Ethiopia or similar markets.
• Ability to work collaboratively with public and private partners and to manage multi‑stakeholder projects.
