Pursuit and Proposal Manager

About the role

The Pursuit and Proposal Manager will lead the end‑to‑end coordination of bid opportunities for FrontieriConsult PLC, turning identified prospects into high‑quality, compliant proposals ready for submission. Based in Addis Ababa, the role works closely with the Business Development Unit Lead and cross‑functional teams to ensure timely delivery of technical, financial and administrative bid packages.

Key responsibilities

• Register and qualify new opportunities, prepare bid/no‑bid decisions and maintain bid calendars.
• Develop and manage detailed workplans, schedules and section ownership for each pursuit.
• Draft, edit and format proposal content using advanced Microsoft Word features to produce publication‑ready documents.
• Maintain the compliance matrix, coordinate technical, pricing and compliance sign‑offs, and assemble complete bid packages.
• Collect and integrate expert CVs, partner inputs and country‑office contributions; keep bid trackers and action logs up to date.
• Archive proposals, update templates and bid‑library content, and capture lessons learned.
• Support post‑submission clarifications, best‑and‑final‑offer processes and prepare handover records for awarded contracts.

Required profile

• Bachelor’s degree in Business Administration, Economics, Development Studies, Public Policy, Communications, Journalism, Project Management, Monitoring & Evaluation, Research or a related field.
• Master’s degree or relevant professional certification is an advantage.
• Minimum 7 years of progressive experience in proposal development, bid management or business development within the development sector.

Required skills

• Advanced proficiency in Microsoft Word, including complex formatting and template management.
