Regional Safety & Security Director - East Africa

About the role

The International Rescue Committee (IRC) is recruiting a Regional Safety and Security Director (RSSD) for its East Africa region, which covers Uganda, Kenya, Sudan, South Sudan, Somalia and Ethiopia. This is one of the most senior leadership roles in the region and sets the strategy for safety, security and humanitarian access. Reporting jointly to the Regional Vice President and the Senior Director for Safety and Security, the RSSD is a full member of the Regional Management Team and of IRC's global safety and security team.

Key responsibilities

• Act as principal safety and security advisor to the Regional Vice President and partner on decisions on access, operational continuity and duty of care, and lead crisis management when needed
• Contribute as a senior leader to regional strategy, priorities and decision-making, integrating gender equality, diversity and inclusion into security risk analysis
• Lead the identification, analysis and mitigation of safety and security risks across the region, in line with IRC's global standards
• Support Country Directors and field leaders in implementing context-specific risk management strategies and emergency preparedness
• Monitor compliance with the Security Minimum Standards and follow up on gaps
• Champion duty of care and safeguarding initiatives, and shape safety and security policies that embed GEDI and PEERS commitments
• Extend IRC's security capacity to partners and build a network of security focal points and external security contacts
• Enable principled humanitarian access, strengthen access teams, develop access guidelines aligned with international humanitarian law, and advise on contingency planning
• Follow up on breaches of the Code of Conduct and humanitarian principles
• Lead recruitment and selection of key S&S positions and co-manage and mentor direct reports under the Management in Partnership model with Country Directors
