Senior Project Associate (Labor Mobility and Social Inclusion)

About the role

IOM Ethiopia's Migration Management and Government unit works with the Government of Ethiopia and other stakeholders on migration governance and the rights of individuals and communities. Its Labor Mobility and Social Inclusion (LMI) programme gives policy, regulatory and operational guidance on labour mobility, integration, social cohesion and diaspora engagement. The Senior Project Associate (LMI) supports the coordination of LMI projects, focusing on economic empowerment of target populations and diaspora initiatives, under the supervision of the National Programme Officer (LMI).

Key responsibilities

• Act as a senior coordination and oversight focal point across complex project components, including legal and policy frameworks, standard operating procedures, technical working groups, inter-agency coordination, capacity building and institutional engagement with national counterparts.
• Independently coordinate the diaspora engagement project, monitor implementation against plans, analyse difficulties and recommend adjustments to work plans.
• Research, compile, analyse and present information on national, regional and international developments, legislation and reports.
• Monitor budget expenditures, verify fund availability and keep records of approved budgets and their revisions.
• Coordinate financial, administrative and technical aspects of the project in line with IOM policies and donor requirements.
• Plan and run capacity-building workshops for internal and external parties, and take part in meetings and conferences.
• Maintain liaison with local authorities, UN agencies, NGOs, donors and other stakeholders, and prepare correspondence, briefing notes, presentations, narrative and financial reports and status reports.
• Document good practices and lessons learned, and help develop SOPs, policies and concept papers.

Required profile

• Bachelor's degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or a related field with five years of relevant experience; or high school diploma with seven years of experience.
• Proven experience in strategic policy and legal development in migration matters, and in institutional capacity development.
• Experience liaising with governmental authorities, national and international institutions, UN agencies and NGOs, and working with migrants, refugees, internally displaced persons and diaspora.
• Prior experience with international humanitarian or non-governmental organisations in a multicultural setting.
• Fluency in English and Amharic (oral and written).

Required skills

• In-depth knowledge of labour mobility, ethical recruitment and diaspora engagement.
• Knowledge of labour migration and migration-development programming.
• Research, data compilation, analysis and presentation skills.
• Ability to analyse migration policies, legislation and regulatory frameworks.
• Knowledge of financial rules and regulations, and of UN and bilateral donor programming.
