Senior Public Finance and Refugee Inclusion Costing Consultant

About the role

The consultancy will generate rigorous evidence on the financial requirements, investment gaps and financing options needed to achieve sustainable refugee inclusion into essential services and local systems in Ethiopia. The output will support the development of a Refugees and Returnees Service‑owned investment case.

Key responsibilities

• Conduct multi‑sector social service delivery costing studies covering at least two sectors at national or sub‑national level.
• Perform financing‑gap analyses, public expenditure reviews and develop investment scenarios and financing strategies.
• Work with sector specialists and government counterparts to develop sector‑specific assumptions, costing assumptions and investment scenarios.
• Produce situation assessments, minimum service standards, technical options, lifecycle cost estimates and O&M plans aligned with international standards (e.g., WHO, Sphere).

Required profile

• Advanced university degree in economics, public finance, development economics, health economics or related field.
• Minimum 10 years of progressively responsible experience in public finance, multi‑sector costing, investment case development or related fields.
• Proven experience leading gap assessments and costing studies for social service delivery, preferably in humanitarian‑development or refugee contexts.
• Fluency in spoken and written English.
