Consultant for Uganda Mortgage Refinance Feasibility Study

About the role

The Economic Commission for Africa seeks an experienced consultant to conduct a feasibility study for the establishment of the Uganda Mortgage Refinance Company (UMRC). The assignment will be based in Addis Ababa and will last approximately three weeks.

Key responsibilities

• Perform a desk review of UMRC readiness using existing structures and documents.
• Conduct interviews with internal stakeholders and potential investors.
• Analyse the market state and assess its readiness for a mortgage refinance business.
• Provide recommendations to the Ugandan Government on the public‑private partnership arrangement.
• Identify potential shareholders and ensure appropriate government participation.

Required profile

• Advanced university degree (master’s, MBA or equivalent) in capital markets, economics, finance, governance, public policy or related fields.
• Minimum five years of progressive experience in policy development, capital markets, investment or debt management, preferably with exposure to Africa and Uganda.
• At least three years of experience conducting feasibility studies, including one year in financial services or capital markets.
• Strong analytical and report‑writing skills; ability to produce deliverables in English following UN formatting standards.
