Monitoring and Evaluation (M&E) Officer

About the role

The Monitoring and Evaluation (M&E) Officer will lead the design, implementation and strengthening of M&E systems for 3iS projects in Ethiopia. This position ensures programmes are tracked effectively, results are measured, and data‑driven insights inform decision‑making.

Key responsibilities

• Design and refine M&E frameworks, logical frameworks and results‑based monitoring systems in line with 3iS standards and donor requirements.
• Develop and maintain M&E tools, data collection instruments, databases and dashboards.
• Oversee collection, validation, cleaning and analysis of programme data to ensure quality and timeliness.
• Generate statistical inputs and evidence‑based insights for regular reports and develop visualisations for internal and external stakeholders.
• Conduct field monitoring visits, joint monitoring missions and Data Quality Assessments.
• Lead or support baseline, mid‑term and end‑line evaluations and contribute to Terms of Reference for external consultants.
• Facilitate performance review meetings and provide feedback to programme managers.
• Provide training and capacity‑building sessions on M&E concepts, data management and tool utilisation.
• Coordinate with Information Management and Capacity Building officers to ensure coherence across data systems.

Required profile

• Proven experience designing and implementing M&E systems for humanitarian or development projects.
• Strong analytical abilities to validate, clean and analyse programme data.
• Experience conducting field monitoring, data quality assessments and programme evaluations.
• Ability to facilitate training sessions and work collaboratively with partners, stakeholders and internal teams.
