Monitoring Evaluation and Learning Manager

About the role

World Vision Ethiopia is seeking a Monitoring Evaluation and Learning (MEAL) Manager to lead the design, implementation and oversight of MEAL systems for emergency response projects. The role ensures data quality, compliance with donor and humanitarian standards, and drives learning to improve program effectiveness.

Key responsibilities

• Design and operationalize project MEAL systems, including logframes, indicator tracking tables and MEAL plans aligned with donor and organizational standards.
• Manage MEAL processes from design through implementation to close‑out, integrating humanitarian minimum standards (CHS, Sphere, safeguarding, protection, AAP).
• Lead rapid assessments, baseline studies, post‑distribution monitoring and real‑time monitoring in emergency contexts.
• Coordinate with the TDS team to digitalise monitoring tools, oversee data cleaning, validation, aggregation, analysis and visualization.
• Ensure data flow into donor MIS systems and World Vision’s iMPAQ platform and document evidence for clusters, UNOCHA and government stakeholders.
• Provide leadership on routine monitoring, indicator tracking, performance reporting and compliance with donor reporting requirements.
• Supervise MEAL specialists, give technical guidance to field coordinators and build team capacity on data quality and digital tools.

Required profile

• Proven experience designing and implementing MEAL systems in humanitarian or emergency response settings.
• Strong knowledge of humanitarian standards such as CHS, Sphere, safeguarding and AAP.
• Ability to lead rapid assessments and real‑time monitoring activities.
• Experience coordinating with national and international partners and managing data for donor reporting.
