Senior Special Advisor & Coordinator Consultant to the Minister of Women and Social Affairs

About the role

UNICEF is seeking a senior national consultant to provide strategic advisory, policy guidance and high‑level coordination support to the Minister of Women and Social Affairs in Ethiopia. The consultant will help strengthen the design and implementation of the national social and child protection system.

Key responsibilities

• Offer strategic advice and technical leadership to the Minister and senior ministry officials.
• Guide the conceptualisation, design and rollout of social and child protection policies and frameworks.
• Enhance the effectiveness, coherence and rights‑based integration of interventions at national and regional levels.
• Facilitate high‑level negotiations and policy processes on both national and international platforms.
• Coordinate cross‑sectoral efforts to align financial, regulatory and systemic components of the protection system.

Required profile

• Master’s or Doctorate in social studies, economics, law, public administration or a related field.
• Minimum 12 years of progressive experience managing social protection interventions in the public sector.
• Proven ability to navigate political economies and present rights‑based agendas in diplomatic contexts.
• Experience negotiating policy processes and engaging with senior stakeholders.
• Fluency in spoken and written English and Amharic.

Required skills

• Deep understanding of social protection frameworks and multi‑sectoral integration strategies.
• Strong writing, presentation and diplomatic communication abilities.
