Contract and Procurement Engineer/Specialist

About the role

China Rail Transit Engineering Consultancy (CRTEC) is hiring a Contract and Procurement Engineer/Specialist for its consulting services on the review and preparation of the Design, Construction Management System (CMS) and Maintenance Management System (MMS) Manuals. The duty station is Addis Ababa, Ethiopia, with possible field visits; international applicants are welcome.

Required profile

• Master's degree in Civil Engineering or a related field.
• At least 18 years of experience in road construction and/or design projects.
• At least 12 years in road project cycle management and contract administration.
• At least 10 years handling claims and/or disputes in road construction or rehabilitation projects.
• At least 10 years procuring service and works contracts, with knowledge of procurement guidelines and procedures from various financing institutions.
• Experience preparing contract and tender documents for at least 10 projects.
• Experience with internationally recognized contract conditions (World Bank, EU, African Development Bank, KfW and similar) across at least 6 projects.
• Experience preparing works procurement policies, guidelines, standard conditions of contract, bidding documents and technical specifications for road projects, covering at least 3 standards, guidelines or manuals.
• International work experience in at least 3 countries.
