MEAL Officer – Monitoring & Evaluation for Climate Resilience Project

About the role

The MEAL Officer will support the Strengthening Climate Resilience through the Integrated Landscape Project by monitoring activities, collecting performance data, and ensuring accountability mechanisms are in place. Working closely with the field team and data collectors, the officer will help generate insights that improve project delivery.

Key responsibilities

• Finalize and operationalize the MEAL plan, IPTT, SOPs, and related toolkits.
• Develop and maintain the project log‑frame on PRIME, updating indicators and verification sources.
• Design databases, set up digital data collection (Kobo/ODK), and create Power BI dashboards for near‑real‑time monitoring.
• Establish data quality assurance procedures, conduct DQAs, spot checks, and back‑checks.
• Oversee routine monitoring cycles, ensuring data completeness, timeliness, and disaggregation by gender, age, and inclusion criteria.
• Prepare monthly accomplishment reports for the MEAL Coordinator.
• Supervise field progress using checklists and triangulate reports to identify data gaps.

Required profile

• BA/BSc in Monitoring & Evaluation, Statistics, Agriculture, Livelihoods, Rural Development, Economics or related field (advanced degree preferred).
• Minimum 3 years MEAL experience in livelihoods, economic empowerment or market systems, with at least 2 years on food‑security‑livelihood projects.
• Experience working in pastoral contexts, preferably the Afar region, and fluency in the Afar language.
• Excellent report writing and English proficiency.
