Monitoring Evaluation and Learning Manager

About the role

The Monitoring Evaluation and Learning (MEAL) Manager will lead the design, implementation and oversight of the MEAL system for emergency response projects. This senior position ensures that data collection, analysis, reporting and learning processes meet donor requirements and humanitarian standards.

Key responsibilities

• Design and operationalize project MEAL frameworks, including logframes, indicator tracking tables and MEAL plans.
• Manage MEAL processes from design through close‑out, integrating CHS, Sphere, safeguarding, protection and AAP standards.
• Lead rapid assessments, baseline studies, post‑distribution monitoring and real‑time monitoring in emergency contexts.
• Coordinate with the TDS team to digitalize monitoring tools and oversee data cleaning, validation, aggregation, analysis and visualization.
• Ensure data flow into donor MIS systems and the WVI iMPAQ platform, and share evidence with clusters, UNOCHA and government stakeholders.
• Provide routine monitoring, indicator tracking and performance reporting, ensuring compliance with donor and humanitarian accountability requirements.
• Supervise MEAL specialists, provide technical guidance to field coordinators and build MEAL capacity across teams.

Required profile

• Proven experience designing and managing MEAL systems in humanitarian or emergency settings.
• Strong knowledge of humanitarian standards such as CHS, Sphere, safeguarding and AAP.
• Demonstrated ability to lead teams, coordinate with multiple stakeholders and produce high‑quality reports.
• Experience with donor reporting and MIS integration.
