Monitoring, Evaluation, Learning (MEL) and Evidence Lead

About the role

The Monitoring, Evaluation, Learning (MEL) and Evidence Lead provides strategic leadership and technical oversight for the project's MEL, knowledge management and performance reporting functions, ensuring high‑quality data and evidence support adaptive management and accountability.

Key responsibilities

• Lead design and implementation of monitoring, evaluation, learning, and knowledge management systems.
• Oversee milestone tracking, verification, reporting and maintain audit‑ready evidence repositories.
• Strengthen data collection, quality assurance, analysis, visualization and performance reporting.
• Lead evaluations, assessments, operational research and evidence‑generation activities.

Required profile

• Master’s degree in Public Health, Monitoring and Evaluation, Statistics, Epidemiology, Health Informatics or a related field.
• Minimum 7 years of experience designing and managing MEL systems for complex donor‑funded programs.
• Experience with national health information systems such as DHIS2, HMIS, eCHIS or PHEM.
• Experience working with government institutions, donors and international organizations.

• Power BI, Tableau, Excel, SPSS, STATA, R.
• DHIS2, HMIS, eCHIS, PHEM and other digital data collection platforms.
• Data quality assessment, mixed‑method research and performance measurement.
