National Consultant – Ethiopia‑Kenya Labour Agreement Insights

About the role

The International Organization for Migration (IOM) seeks a National Consultant to generate evidence‑based insights for the Ethiopia‑Kenya Bilateral Labour Agreement (BLA). The assignment will support a comparative labour market assessment that informs policy and governance frameworks for regular migration between the two countries and GCC destinations.

Key responsibilities

• Conduct a comprehensive comparative labour market assessment covering Ethiopia, Kenya and selected GCC countries.
• Analyse existing bilateral agreements, migration flows, and labour market trends.
• Identify gaps, challenges and opportunities for regular migration pathways.
• Prepare evidence‑based reports and policy recommendations for the Governments of Ethiopia and Kenya.
• Collaborate with IOM project teams, government stakeholders and regional partners.

Required profile

• Advanced degree in economics, labour market analysis, migration studies or a related field.
• Demonstrated experience in labour market assessments, migration policy or related research.
• Strong analytical and report‑writing skills.
• Excellent communication skills in English; knowledge of local languages is an asset.
