Senior HRH Development and Regulation Advisor

About the role

The Senior HRH Development and Regulation Advisor provides strategic technical leadership to strengthen Ethiopia’s health workforce across the education‑to‑practice continuum under the RISE and ASCEND HRH activities. The role leads implementation of interventions that produce competent, practice‑ready health workers and supports related activities in professional regulation, competency assessment, institutional capacity, digital learning and knowledge management.

Key responsibilities

• Lead technical implementation of project components focused on competency‑based pre‑service education, accreditation, CPD and licensing.
• Develop long‑term technical strategies, implementation frameworks, standards and operational guidance.
• Ensure all interventions align with national HRH priorities, international best practices and implementation science.
• Provide technical support to ministries, regulatory bodies, higher education institutions and professional associations.
• Strengthen institutional capacity of national and sub‑national HRH stakeholders for sustainable leadership in education, regulation and professional development.
• Promote digital innovation and knowledge‑management solutions to enhance learning and assessment processes.

Required profile

• Extensive experience in Human Resources for Health (HRH) within low‑resource or fragile settings.
• Demonstrated expertise in competency‑based education, professional regulation, accreditation and continuing professional development.
• Proven ability to lead multi‑stakeholder initiatives and provide strategic technical oversight.
• Strong understanding of Ethiopia’s health system, ministries of health and education, and relevant regulatory frameworks.
• Excellent analytical, communication and stakeholder‑engagement skills.
