Base Manager – Humanitarian Operations

About the role

The Base Manager will lead the Danish Refugee Council’s multi‑sectoral humanitarian response in Humera, Ethiopia. Reporting to senior management, the role ensures that programme and operational activities are planned, implemented and monitored in line with DRC standards and donor requirements.

Key responsibilities

• Oversee programme planning, implementation, monitoring and reporting for all sectors under the base.
• Supervise finance, administration, human resources, procurement and logistics to ensure compliance with DRC procedures, donor regulations and national law.
• Manage and mentor direct reports, including performance management, recruitment and professional development.
• Coordinate with a consortium of INGOs, local NGOs and UN agencies, representing DRC in technical meetings and clusters.
• Develop and submit project proposals, negotiate funding and ensure timely donor reporting.
• Conduct assessments and fact‑finding missions for new or follow‑up projects.
• Ensure security compliance according to the DRC Operations Handbook and local rules.

Required profile

• Significant experience managing large‑scale humanitarian programmes and operations.
• Proven leadership and people‑management skills, including staff development and performance oversight.
• Strong knowledge of donor compliance, financial management and procurement processes.
• Excellent communication and stakeholder‑engagement abilities with UN agencies, NGOs and government authorities.
• Ability to work in a challenging security environment and make sound decisions under pressure.
