Base Manager

About the role

The Danish Refugee Council is seeking an experienced Base Manager to lead its multi‑sectoral humanitarian response in Humera, Ethiopia. The role oversees programmatic and operational delivery, ensuring compliance with DRC procedures and donor regulations while fostering partnerships with local and international actors.

Key responsibilities

• Lead and mentor a multidisciplinary team, including finance, HR, procurement, logistics and programme staff.
• Develop, coordinate and monitor programme plans, budgets and reports for donors and the Country Office.
• Supervise the implementation of emergency response projects, ensuring adherence to security and operational standards.
• Represent DRC in coordination meetings with UN agencies, NGOs, government authorities and donors.
• Identify funding opportunities, prepare proposals and negotiate with external donors.

Required profile

• Proven experience in managing large‑scale humanitarian programmes or bases.
• Strong leadership and people‑management skills, including recruitment and performance management.
• Excellent communication and stakeholder‑engagement abilities.
• Ability to work in a complex, insecure environment and ensure staff safety.
